The bribe is the gift bestowed to influence the recipient's conduct. It may be any money, good, right in action, property, preferment, privilege, emolument, object of value, advantage, or merely a promise or undertaking to induce or influence the action, vote, or influence of a person in an official or public capacity.

Personally, I think that not only those who received the bribes should be charged in court but those who gave the bribes should be charged as well.

Top govt officer among 8 held over graft, cheating

GEORGE TOWN: Eight people, including a high-ranking government officer here and four civil servants, have been arrested for allegedly accepting bribes and being involved in misappropriating cooking gas subsidies.

The officer was in his 50s, while the other seven were between 20s and 50s, state Malaysian Anti-Corruption Commission director Datuk Latifah Md Yatim said.

Latifah said the cooking gas was bought at a subsidised rate, put into industrial barrels and resold to factories at a normal rate.

"We believe we have successfully bust this syndicate," Latifah said here yesterday.

It was earlier reported that an enforcement team from MACC and Domestic Trade, Cooperatives and Consumerism Ministry last week raided three premises in Sungai Bakap on the mainland, and seized hundreds of liquefied petroleum gas cylinders worth RM200,000.

Malaysia Lost RM754 Million To Sand Theft

KUALA LUMPUR, April 28 (Bernama) — It is estimated that the country lost RM754 million in revenue due to rampant sand theft and illegal logging throughout last year.

According to the Malaysian Anti-Corruption Commission (MACC) Annual Report 2010, the government lost an estimated RM745 million in royalty due to sand theft and RM8.95 million from illegal logging.

With an estimated 3,000 lorries used to transport illegally-mined sand over the one-year period, the losses could amount to RM600 million, and another RM145 million lost to smuggling of sand to a neighbouring country, according to the report.

It said that throughout 2010, MACC received 410 tip-offs on corruption and power abuse related to illegal sand mining.

Forty-five investigation papers were opened, resulting in 43 arrests made, with 22 of the individuals involved charged in court for corruption offences and other wrong-doings related to sand mining.

The report said the bribes amounted to RM321,528, with RM88,000 being the highest amount received by an offender uncovered during last year’s ‘Ops Pasir’ (Operation Sand).

Six people were also arrested for bribery involving sex.

The MACC revealed in the report that besides offering bribes to enforcement officers, the culprits also issued threats.

“The illegal sand mining locations were fenced up and guarded by tontos, with some of the armed with guns.

“They not only interfered with enforcement work but also dared to threaten and point their pistols at the enforcement officers,” the report said.

With regard to illegal logging, it said the losses were based on the estimated value of the illegally-felled logs seized during ‘Ops Balak’ (Operation Timber) last year.

Throughout last year, 10 investigation papers were opened from 46 tip-offs received on corrupt practices related to illegal logging.

Some of the operations against illegal logging were carried out in Johor, Perak and Pahang including along the Simpang Pulai-Cameron Highlands Road, and in Kedah and Hulu Selangor.

In an enforcement operation at the Bintang Hijau Forest Reserve in Lenggong, Perak, the MACC found 800 logs worth RM250,00O and which were from illegally-felled trees.

In another operation at the Tersang Forest Reserve in Raub, Pahang, it was discovered that the stolen logs were sold to buyers at RM2,500 each.

In an operation in Kedah, the MACC arrested the South Kedah District Forestry director, an officer and two forest rangers for asking for bribes from a timber businessman.

The report said illegal logging not only caused heavy revenue loss but could also destroy the habitats and their eco-systems, besides threatening the lot of the Orang Asli who depended on jungle produce for a living. — BERNAMA

Hundreds of millions of ringgit worth of sand shipped off to Singapore island

JOHOR BARU: After a hiatus of several months, sand thieves have returned with a vengeance to continue mining sand worth hundreds of millions of ringgit which is shipped off to Singapore.

The sandmen have expanded their activity along Sungai Johor, ignoring a national ban on the export of sand and despite a clampdown by the authorities last year.

Starprobe recently followed the trail of the illegal activity, which started from a jetty in Kota Tinggi, Johor, to Ulu Tiram, about 20km away, before the sand was loaded on to lorries after the washing process was completed.

KUALA LUMPUR, Jun 21: As temperature rises in the run up to the Bersih 2.0 rally on July 9, a Barisan Nasional member of parliament has urged the Home ministry to invoke the Internal Security Act on PAS deputy president Mohamad Sabu and Bersih chairperson Ambiga Sreevanesan.

In parliament yesterday, Sri Gading MP Mohamad Aziz (right) said the ISA must be used on the duo to stop the July 9 rally which he claimed would "cause hardship" to the people.

“If Ambiga and Mohamad Sabu are not arrested under ISA, the Bersih rally will go on as planned on July 9, and this for sure will create unwanted incidents like blood spilled and clash among the Malays,” he said, echoing an earlier statement by Kinabatangan MP Bung Mokhtar.

Both MPs are best known for their sexist remarks in parliament.

The latest comments invited immediate rebuke from Lembah Pantai MP Nurul Izzah Anwar, describing such views as outdated.

“Surprised some archaic UMNO MPs still have problems allowing women to ask questions. Terrible sexism at work.

"And dare suggest Dato Ambiga to be arrested under ISA. obviously trying to shield the real cowards, bigots threatening our peace,” she said on Twitter.

Earlier, the PKR vice president joined condemnations against the leader of UMNO's rightwing offshoot Perkasa, over his warning to the Chinese community to stay away from the Bersih rally.

“Threats like that are only issued by cowards. It’s mind-boggling that the authorities have failed to reprimand him accordingly.

“While I believe that we should respect the right of all Malaysians to speak freely, this freedom is not something to be abused or to be used irresponsibly.

"I am truly disappointed by the insinuations and veiled language used by Ibrahim Ali," Izzah (left) told online news portal The Malaysian Insider.

Ibrahim, calling himself a "war general" and planning a counter rally on the same day as Bersih's hoping both groups would "clash", had raised the spectre of a racial riot should Bersih go ahead with its rally.

"If the Bersih rally is not cancelled... I believe the Chinese community will have to stock up on food.

“Yes, anything can happen. And so I ask the police to act and use whatever powers are at their disposal,” said the UMNO loyalist who leads several pro-BN independent MPs.

Teaching Science, Maths in English will affect nature of Chinese schools: Ting

Teaching Science and Mathematics in English will change the nature of Chinese primary schools, said MCA secretary-general Dr Ting Chew Peh at the party’s 49th annual general assembly in Kuala Lumpur today.

“All of us agreed with the effort to improve the proficiency of English, so the government has proposed the usage of English in teaching Science and Mathematics,” he said.

But this will change the nature of Chinese primary schools and cause a great impact on the running of the schools, he added when taking a delegate’s question during the question-and-answer session.

Ting, who is also the party education bureau chairperson, outlined two possible scenarios.

“Their (the students) English may improve but their results for the two subjects may decline. If this happens, the gain is not worth the loss.

“Or their results for all the three subjects may be affected. In this case, the schools will not gain anything at all,” he said.

The MCA leader said a lengthier study should be conducted before implementing the proposal, and also include the consideration of the Chinese community and educationists.

He also explained that Mandarin was the administrative language used in these schools and the language is also the teaching medium.

“Therefore, if we use English, the character of Chinese primary schools will be affected,” he said.

Clear message

The debate also saw other party delegates voicing their objection towards the government’s proposal to teach the two subjects in English

A delegate from Johor, Phang Tian Hock urged the government to hear the voice of the Chinese community on this issue.

“We have delivered our message very clearly, we insist on the use of Mandarin as the medium of teaching in these schools,” he said.

“Party leaders who are not clear on their stand have caused members to be confused. Our worry is that once the party leaders agree [to the implementation], they will tell us this is a ‘peace and stability’ formula,” he added.

The delegates also claimed that students from Chinese primary schools do not lag behind as far as proficiency in English is concerned.

In view of this, they argued, that there was no need for the new policy.

However, a minority of delegates supported the policy saying it will enable them to face the challenges of globalisation.

The government said the new policy will be implemented in phases beginning next year.

Whatever the Chinese feels should not be done, must be done.

No other country in the world except Malaysia, have allowed vernacular school to exist.

Not only that, in Malaysia, they got the financing from the government too.

Can you name me any country in the world who will finance the Chinese vernacular or Indian vernacular schools?

1Malaysia should mean that there is only 1 medium of schools for all Malaysians if the government wants to unite the different races here.

The existence of the vernacular schools will only divide the different races further apart.
